Civil War Battle of Port Hudson

The Battle of Port Hudson lasted from May 22 to July 9, 1863, during the American Civil War (1861-1865) and saw Union troops final take control of the entirety of the Mississippi River. Having captured New Orleans and Memphis in early 1862, Union forces sought to open the Mississippi River and split the Confederacy in two. In an effort to prevent this from occurring, Confederate troops fortified key locations at Vicksburg, MS and Port Hudson, LA. The capture of Vicksburg was tasked to Major General Ulysses S. Grant. Having already won victories at Fort Henry, Fort Donelson, and Shiloh, he began operations against Vicksburg in late 1862. A New Commander As Grant commenced his campaign against Vicksburg, the capture of Port Hudson was assigned to Major General Nathaniel Banks. The commander of the Department of the Gulf, Banks had taken command at New Orleans in December 1862 when he relieved Major General Benjamin Butler. Advancing in May 1863 in support of Grants effort, his principal command was the large Union XIX Corps. This was comprised of four divisions led by Brigadier General Cuvier Grover, Brigadier General W. H. Emory, Major General C. C. Augur, and Brigadier General Thomas W. Sherman. Port Hudson Prepares The idea for fortifying Port Hudson came from General P.G.T. Beauregard in early 1862. Assessing defenses along the Mississippi, he felt that the towns commanding heights which overlooked a hairpin turn in the river provided the ideal location for batteries. Additionally, the broken terrain outside of Port Hudson, which contained ravines, swamps, and woods, helped make the town extremely defensible. Design of Port Hudsons defenses was overseen by  Captain James Nocquet who served on the staff of Major General John C. Breckinridge. Construction was initially directed by Brigadier General Daniel Ruggles and continued by Brigadier General William Nelson Rector Beall. Work pressed on through the year though delays ensued as Port Hudson had no rail access. On December 27, Major General Franklin Gardner arrived to take command of the garrison. He quickly worked to enhance the fortifications and constructed roads to facilitate troop movement. Gardners efforts first paid dividends in March 1863 when the majority of Rear Admiral David G. Farraguts squadron was prevented from passing Port Hudson. In the fighting, USS Mississippi (10 guns) was lost.   Armies Commanders Union Major General Nathaniel Banks30,000 to 40,000 men Confederate Major General Franklin Gardneraround 7,500 men Initial Moves In approaching Port Hudson, Banks dispatched three divisions west with the goal of descending the Red River and cutting off the garrison from the north. To support this effort, two additional divisions would approach from the south and east. Landing at Bayou Sara on May 21, Augur advanced toward the junction of the Plains Store and Bayou Sara Roads. Encountering Confederate forces under Colonels Frank W. Powers and William R. Miles, Augur and Union cavalry led by Brigadier General Benjamin Grierson engaged. In the resulting Battle of Plains Store, Union troops succeeded in driving the enemy back to Port Hudson. Banks Attacks Landing on May 22, Banks and other elements from his command quickly advanced against Port Hudson and effectively had surrounded the town by that evening. Opposing Banks Army of the Gulf were around 7,500 men led by Major General Franklin Gardner. These were deployed in the extensive set of fortifications that ran for four and half miles around Port Hudson. On the night of May 26, Banks held a council of war to discuss an attack for the following day. Moving forward the next day, Union forces advanced over difficult terrain towards the Confederate lines. Beginning around dawn, Union guns opened on Gardners lines with additional fire coming from US Navy warships in the river. Through the day, Banks men conducted a series of uncoordinated assaults against the Confederate perimeter. These failed and his command sustained heavy losses. The fighting on May 27 saw the first combat for several African-American regiments in Banks army. Among those killed was Captain Andre Cailloux, a freed slave, who was serving with the 1st Louisiana Native Guards. Fighting continued until nightfall when efforts were made to retrieve the wounded. A Second Attempt The Confederate guns briefly opened fire the next morning until Banks raised a flag of truce and asked permission to remove his wounded from the field. This was granted and fighting resumed around 7:00 PM. Convinced that Port Hudson could only be taken by siege, Banks began constructing works around the Confederate lines. Digging through the first two weeks of June, his men slowly pushed their lines closer to the enemy tightening the ring around the city. Emplacing heavy guns, Union forces began a systematic bombardment of Gardners position. Seeking to end the siege, Banks began planning for another assault. On June 13, the Union guns opened with a heavy bombardment which was supported by Farraguts ships in the river. The next day, after Gardner refused a demand to surrender, Banks ordered his men forward. The Union plan called for troops under Grover to attack on the right, while Brigadier General William Dwight assaulted on the left. In both cases, the Union advance was repulsed with heavy losses. Two days later, Banks called for volunteers for a third assault, but was unable to obtain sufficient numbers. The Siege Continues After June 16, fighting around Port Hudson quieted as both sides worked to improve their lines and informal truces occurred between the opposing enlisted men. As time passed, Gardners supply situation became increasingly desperate. Union forces continued to slowly move their lines forward and sharpshooters fired on the unwary. In an effort to break the deadlock, Dwights engineering officer, Captain Joseph Bailey, oversaw the construction of a mine under a hill known as the Citadel. Another was begun on Grovers front extending under Priest Cap. The latter mine was completed on July 7 and it was filled with 1,200 pounds of black powder. With construction of the mines finished, it was Banks intention to detonate them on July 9. With the Confederate lines in a shambles, his men were to make another assault. This proved unnecessary as news reached his headquarters on July 7 that Vicksburg had surrendered three days earlier. With this change in the strategic situation, as well as with his supplies nearly exhausted and no hope of relief, Gardner dispatched a delegation to discuss Port Hudsons surrender the next day. An agreement was reached that afternoon and the garrison formally surrendered on July 9. Aftermath During the Siege of Port Hudson, Banks suffered around 5,000 killed and wounded while Gardners command incurred 7,208 (approx. 6,500 captured). The victory at Port Hudson opened the entire length of the Mississippi River to Union traffic and severed the western states of the Confederacy. With the capture of the Mississippi complete, Grant turned his focus east later that year to deal with the fallout from the defeat at Chickamauga. Arriving at Chattanooga, he succeeded in driving off Confederate forces that November at the Battle of Chattanooga.

Questionnaire administered to school children in Melbourne city indicate that the cases of asthma have been on the rise. The study in Melbourne city indicated that there was a reduction in wheezing over period of one year by 26%, i.e. form 27.2% to 20.0% (Robertson et al., 2004). Attacking, his men hit the French line from the flank and rear forcing them to retreat back to Louisbourg. Largely in control of the country around the town, Amhersts men endured rough seas and boggy terrain as they landed their supplies and guns. Overcoming these issues, they commenced an advance against the town. The Siege Begins As the British siege train moved towards Louisbourg and lines were constructed opposite its defenses, Wolfe was ordered to move around the harbor and capture Lighthouse Point. Countee Cullen’s Poem Incident Essay

Probably the most underrated African American poet of his time, Countee Cullen is a very rebellious protester themed writer who is all about securing the rights and dignity of black people and uses that very passion to fuel his poetry. In the poem â€Å"Incident†, Cullen uses a mixture of rhetorical devices which he incorporates into his ironic rhythmic syntax to help emphasize to readers the effect of racism had on children living in the early -mid 1900’s, a big time of racism. Written in 1925, Cullen used this poem as a way for him to vent his feelings and frustration and inform the ignorant all at the same time. The poem talks about a young African American boy who is excited that he is visiting Baltimore and while there he comes across another young boy that is his same age and size but he is white and then the young boy is surprised by a powerful and crude racial slur. The poem is not as head as Cullen makes it seems, it is actually an ironic poem. The first hint o f irony is found early in the poem â€Å"Now I eight and very small/And he was no whit bigger† (5-6). A reader would think that the racist bullying would come from someone bigger than the kid in the poem when in all actuality it was from someone his own size, and that’s exactly what Cullen is trying to show, that racism came from all ages and happened between all spectrums of ages, a teen and an adult, an adult and a child, anyone. The Spencer 2 irony does not stop there, you see another glance of it in the last stanza, â€Å"And he was no whit bigger†(6). In the poem wit is spelled W.H.I.T but, the correct spelling of wit is W.I.T and this is no spelling error, this is actually a small pun Cullen uses to help emphasize his racial theme. It’s as if Cullen takes the â€Å"E† off of white and if it’s put back it’s â€Å"No white-bigger†. Cullen used this play on words to show the mental deception that was used by white people used to make themselves seem intellectually superior. Not only is the content of this poem unique, but so is the structure. In the first stanza the syllables of each line alternate 8 and 6, then for the rest of the poem alternates 8 and 7. This unique syllable structure gives the poem a rhythmic under tone of joy, which in turn when it mixed with the content and theme of racism brings out more of the poem’s irony which is one of the main style focuses of th is poem. Cullen’s inspirations of his life and passions are definitely evident in this poem. First off the location of the poem was set in Baltimore, MD and although much of Cullen’s early biographical information is shady and unclear, Baltimore has said to be one of Cullen’s possible birth places which is hinted in the poem, â€Å"Once riding in old Baltimore†(1). Another key connection is that Cullen lived in a time period where racism and segregation was a very popular idea so an incident such as the one in the poem occurring to Cullen is a very strong possibility. You see I’ve been looking after my mother for a long time, she suffers from anxiety, the illness comes and goes, presenting itself periodically. Although I do worry about my mother I can usually deal with this, I have been for a long time but recently I’ve found myself worrying about my father as well. My father, usually a well presented and calm individual has been acting very strangely the past few weeks. I went round to visit my parents and check my mother was alright and he looked extremely unkempt, he looked as though he hadn’t shaved in a while, and he was wearing dirty clothes. I tried to keep things as light hearted as possible when I asked him why this was and out of nowhere he became extremely angry and defensive which is very unlike him. My mother has been telling me recently that she thinks he’s ‘losing his marbles’ as she puts it, but to be honest I just put this down to her own illness as this is often how it starts, my mother becomes worried about family members and friends when it’s really her who we need to worry about. I kind of put my father to the back of my mind for a few weeks and tried to concentrate on looking after my two children, which is a handful in itself, but then out of the blue at whatever time in the morning the phone rang, a police officer on the phone, she told me how my father had been found roaming around the street not an hour before, in his pyjamas no less. I was mortified, so angry at my father for his behaviour, but the police officer was very reassuring and advised me it might be a good idea to get in touch with my father’s GP, which I did and he put in a referral to the Community Psychiatric Nurse. I think he’s coming round during the week sometime to visit us. I honestly don’t know what else I can do, I am so stressed and run down by this whole thing I haven’t stopped crying, I just hope the CPN can do something to help, or at least give us some idea what the matter is so I can sleep at night. Community Psychiatric Nurse I received a referral from the GP recently asking for me to carry out an assessment on a Mr Hamed Khan who has been displaying behaviours that are a bit out of the ordinary, I also received a police report stating Mr Khan had been picked up for wandering around in his pyjamas in the early hours of the morning. There are many things that I have to rule out before I jump to the obvious conclusion which would be some kind of dementia, the rate at which I believe Mr Khan seems to have deteriorated at is staggering so if Mr Khan is suffering from dementia I would probably sway towards Lewy Body dementia, although, of course, I cannot make assumptions. I will wait until I meet with the family, i will ask them all questions, the majority will be aimed at Mr Khan to answer but I need to see it from everyone’s viewpoint and everyone will be entitled to join in any discussions we carry out providing Mr Khan is happy and willing for this to happen, then based on my observations and the answers i get from the family i will arrange some further tests to get a proper, medical diagnosis, if need be. Before i send Mr Khan for further assessment I will need to ensure a Urine Sample has been taken so we can rule out any kind of Urinary Tract Infection which could be the cause of any confusion Mr Khan has suffered from recently, this is quite often the case in older people they tend to get anxious and confused and this can, and often is mistaken for some kind of dementia. When I go out to visit the family i will ensure they are happy with having a male CPN, and I will meet all their requirements for this visit and all further visits, if necessary. Of course it won’t just be myself working to help the Khan family i will be just one member of a multi disciplinary team who will each have their own role in helping and supporting the Khan family. Sunita’s Needs Meeting Sunita’s needs is paramount in ensuring she is fulfilling her full potential. Sunita’s basic human needs have to be met. Sunita needs to feel loved, at the moment this may be lacking because everyone else is so worried about Hamed that Sunita may be being overlooked. Sunita needs to make sure she maintains her self-esteem, suffering from anxiety herself she needs to make sure she is looking after herself by making time for herself and not worrying about others too much. They say knowledge is power so it might empower Sunita if she was able to learn more about her anxiety, the causes, and all treatment options available so she can make a decision and choose how she would like to manage her illness. Sunita has the right to choose exactly what her own care plan will include, by getting involved in the whole process so it is geared to suit her as an individual and means she can still carry out activities she enjoys which can help her recovery. Hamed’s Needs No matter what the diagnosis Hamed’s needs are all very important, safety is extremely important particularly due to the night wandering and forgetfulness. Hamed needs to feel loved and respected as the head of the household regardless of his illness as this will help his self esteem, his appearance is an important part of this as well. As we have heard Hamed is normally well dressed and clean shaven, and we have to make sure this continues so Hamed still feels as normal as possible, a home carer may be an option to help Hamed get ready in the morning if he feels he would benefit from this. Every decision in relation to the care plan Hamed will be making himself as much as possible providing he is still able to do this and if not an advocate can be appointed, Hamed always has the right to choose. Hamed’s needs will be assessed using different tools of assessment, these could be shared activities, observations as well as meetings, using more than one method will ensure the care plan is as comprehensive as possible and meeting every need Hamed has, in a way he is happy with. Antigua claimed that the USA has been using the complexity and opacity of its own legal system to deflect attention from the fundamental issue which is to retain revenues from internet Running Head: Case Study Analysis of the Offshore Internet Gambling and the WTO gambling within the US, which contradicts with the USA’s obligations as per the General Agreement on Trade in Services (GATS) that the USA ratified. On the other hand, the USA claimed that the disputed activity poses financial and social threats to its citizens. Identification of the Central Issue While the GATS explicitly concedes the right of sovereign states to regulate and to devise laws on the supply of services within their countries to meet national policies and strategies (Krajweski and Marcus, 2003), aligning such regulations, legislative instruments and policies to the commitments of the individual states that are signatory to the GATS and vice versa is often a problematic affair that has led to a majority of the recent disputes handled by the WTO. This is clearly the case in the Internet Gambling dispute. Another issue is maintaining a balance between the special needs of developing and poorer countries and those of the richer and already developed countries, as far as the liberalization of service trade is concerned. Notably, a study of the WTO dispute settlement cases during the period from 1995 to 2006 (World Trade Organization [WTO], 2006) shows that the USA has been involved in approximately 38% of all disputes handled by the organization during that period. Most of these disputes involved developing countries. Notable Facts and Assumptions Based on a study of the facts and assumptions stated in the article, the following facts can be identified: ï‚ · ï‚ · The GATS was applicable to betting and gambling and the USA was in violation of the GATS treaty; The WTO mechanism allows sovereign states to restrict that trade of certain products or services that are deemed to pose risks to public morals and/or public order, provided that such products or services are the production of such products or rendering of such services should not be allowed domestically. However, as far as the USA is involved, gambling activities are permitted in several states, such as Nevada, Michigan and Ohio, amongst others; The American legal framework is complicated and somehow obscure due to the variation between State level laws and Federal laws; and The USA has ratified the GATS without making exclusions pertaining to gambling activities, unlike the Senegal which made an explicit exclusion in its agreement to rule out crossborder betting (WTO, 2005, p. 63); Similarly, the following assumptions can be pointed out: ï‚ · Antigua has demonstrated that it has devised rules and regulations aiming at addressing, as far as reasonably practicable, the concerns over fraud and under-age betting. In fact, the measures taken by the Antigua appear to be more stringent than those enforced within the US; Running Head: Case Study Analysis of the Offshore Internet Gambling and the WTO ï‚ · Suspicions have arisen as to the true motives behind the USA’s claims, which could indicate that the claim was driven by the desire to retain revenues generated from internet gambling; and Restrictions that the USA tried to impose over Internet gambling activities, would negatively affect the Antiguan economy. Arising Patterns and the External Environment The arising patterns suggest that on the technological environment, new technologies such as the internet and related technologies pose a challenge to national legislations and international regulatory frameworks which need to address the implications of such advancements. Furthermore, the political environment is affected by issues arising from the power that the more developed and rich nations try to exercise on poorer developing nations in order to enforce their national strategies, which can sometimes be in contradiction to the global inclination towards facilitating the growth of developing nations. As far as the economic environment is concerned, the consequences of such disputes may be greatly harmful for developing countries such as Antigua, compared to the impact it might have on developed nations such as the USA. For example, in 1999, 10 percent of Antigua’s gross national product (US$ 0.6 Billion) was generated from online gambling, which was equivalent to only 0.006 percent of the gross national product of the US during the same year. Consequences There are several consequences of not addressing the central issue identified in this analysis, the most significant amongst which is making agreements such as the GATS ineffective due to the collision between national interests of the more powerful countries and the brisk needs of developing countries. Furthermore, trade  imbalances and discriminatory global wealth distribution will be inevitable, which will clearly be inclined towards the more powerful and developed nations will have control. Recommended Actions In light of this analysis, the short-term actions that are suggested to resolve the central issue entail working towards streamlining the internet gambling business in Antigua in collaboration with the USA to ensure that concerns over fraud and underage gambling is reasonably addressed. Furthermore, the USA should adopt a more transparent approach that avoids double standards in deeming the legality of internet gambling. On the long term, an international framework is required in order to establish a more effective and transparent mechanism to maximise the alignment of national legislation with international treaties, without compromising the rights of each nation over its legislative instruments. Additionally, the WTO’s should enforce provisions that are meant to give developing nations a special and a more Running Head: Case Study Analysis of the Offshore Internet Gambling and the WTO lenient status when liberalisation of trade is concerned. These provisions should also be protected against unjust practices from developed nations.
